About the Forum

Traditionally, one of the sessions of the Forum is held in December. It is co-organized by the Saint Petersburg Convention Bureau. The session, named the "Saint Petersburg Session," is a part of the city's main 3-day annual event in the field of tourism, organized by the city authorities.
Due to the significant results of the PRC's chairmanship in the SCO and the growing interest of the Russian audience in developing tourism with China, the session will focus on strengthening relations and project activities with China. The session will also include an online meeting with a new partner in the SCO family, the Laos People's Democratic Republic, which is already the second country from the ASEAN block to join. The discussion with this new partner will be dedicated to expanding SCO-ASEAN cooperation as a united space for Silk Road tourism.
Additionally, participants will continue discussions on cooperation and project activities within the framework of the agreement initiated at the CATS Conference in October this year.
During the session, a ceremony is planned to present St. Petersburg with a commemorative sign and a certificate of membership in the International Alliance of Silk Road Cities (ITASRC), to which the city was admitted at the Alliance's annual summit in September 2025.

The Forum is held with the realization of the SCO countries Joint Action Plan for Tourism, which was approved on May 24, 2024 by the protocol of the Heads of Tourism Authorities of the SCO member countries.
The main task of the Forum is the further strengthening of the united tourism area of SCO countries.

  • The main task of the Forum is the further strengthening of the united tourism area of SCO countries, facilitating the dialogue on the key questions of tourism among the hospitality and travel industry businesses, as well as other participants of the cross-border tourism exchange.
  • The forum will culminate in the formulation of a comprehensive set
    of recommendations, aimed at enhancing the collective tourism landscape of the SCO. These recommendations will be implemented through subsequent engagements between the Heads of tourism administrations from SCO member-countries.

The Forum is held in hybrid format with open studios and online streaming to the digital platform WTChat.travel.

    Mr. Bishnu Pandey, a dynamic tourism entrepreneur has been actively contributing and working in Nepal's tourism industry since 2006. He is the founder/Managing Director of many renowned companies like Himalayan Club Tours and Travel, Pashupati Boutique Hotel and Spa, Walk Mountain Pvt. Ltd, and Summit Events and Markets (by whom NITE is being organized). As a Secretary of a prestigious association like Nepal Association of Tour and Travel Agents (NATTA), he has been playing an instrumental role promoting Nepal's tourism globally. He has represented Nepal at various international platforms, fostering partnerships and opportunities for growth. His continued commitment and love inspires in elevating Nepal in the global tourism industry.

    Advisor to the General Director for International Relations and Tourism of the Rosa Khutor Resort

    He is a developer of the resort's communication strategy for international tourism markets. He has also designed regional programs for the development of cooperation in tourism with CIS member states, Central Asia, the Middle East, and Arab Gulf countries.
    Sergey is the initiator of the creation of the Eurasian Alliance of Mountain Resorts— a platform for the strategic development of all-season mountain tourism in Eurasian countries.
    For achieving tangible results in organizing the commercial activities of Aeroflot-Russian Airlines abroad, he has been awarded medals "Excellent Worker of Aeroflot" and "Excellent Worker of Air Transport of the Russian Federation."

    Suanesavanh Vignaket is known for her role as the Minister of Information, Culture and Tourism for the Lao PDR and as the 2024 Chair of the ASEAN Socio-Cultural Community (ASCC) Council. In these positions, she has focused on promoting sustainable and inclusive development in culture and tourism, strengthening environmental cooperation, and improving regional health systems.
    She has participated in numerous regional and international events to advance these priorities, including the 26th UN Tourism General Assembly in Saudi Arabia and meetings to discuss the ASEAN Socio-Cultural Community's post-2025 strategic plan.
  • Alexander Sirchenko

    Alexander Sirchenko has over 16 years of experience in tourism, having worked for many years in various positions within regional and federal authorities. In 2009, he took the position of head of department at ROSTOURISM. Since 2016 and to this day, he holds the position of Deputy General Director for interaction with authorities and communications at one of Russia’s largest multidisciplinary tour operators — FUN&SUN (formerly TUI Russia).
    During his years at FUN&SUN, Alexander launched the GR (government relations) direction from scratch and made a significant contribution to the development of domestic tourism. He built effective cooperation with regions, which enabled FUN&SUN to launch several charter programs in Russia in record time. For this achievement, Alexander Sirchenko received the Russian Federation Government Award in the field of tourism in 2022. Alexander is also the Vice President of the Association of Tour Operators (ATOR) for issues related to interaction with public authorities. His extensive expert work is highly valued in the tourism market.
  • Andrey Kukushkin
    Secretary General of the Eurasian Alliance of Mountain Resorts
    Kazakhstan
    Kazakh journalist and public figure, head of the Eurasian Alliance of Mountain Resorts (EAMR). He has held this position since the alliance was established in 2023.
    With approximately 15 years of experience in mountain tourism, Andrey is one of the organizers of the Kazakh branch of the International Journalists’ Ski Club (SCIJ). He has been an organizer and moderator of several international forums on mountain tourism development (Gorky Ski resort Shymbulak, Almaty). Additionally, he has been a speaker at many international tourism conferences held in Sochi, Tashkent, Baku, Dushanbe, Vienna, Barcelona, Lausanne, and others.
    He is also an Ambassador for Business Tourism for the National Company Kazakh Tourism.

    Sergey has over 20 years of overall professional experience. Since 2022, he has been heading the Convention Bureau, which goal is to promote Saint Petersburg as a leading business destination, attract international and Russian congresses, forums, and business events to the Northern Capital, and implement industry support programs, including Ambassador and Partner Programs. He regularly serves as a speaker at specialized forums and discussions dedicated to tourism, congress and exhibition activities.
