for Communications and Information Exchange among the Participants of the Agreement


These Rules establish the procedure for interaction, information exchange, and maintenance of communications between the participants of the Cooperation Agreement between tourist industry enterprises and professional associations, as well as other organizations engaged in tourism activities in the member states and dialogue partner states of the Shanghai Cooperation Organization (SCO).

1. General Provisions

1.1. Participants of the Agreement interact with each other based on the principles of good faith, mutual respect, and timely exchange of information.
1.2. The purpose of these Rules is to ensure sustainable and effective communication between participants, as well as to create conditions for the implementation of joint initiatives, projects, and events in the field of tourism.
1.3. All participants are responsible for the accuracy of the information provided and for compliance with the agreed rules of interaction.

2. Exchange of Contact Information

2.1. Each participant provides the Executive Council and other participants with up-to-date information about managers and employees responsible for interaction.
2.2. Participants indicate their preferred communication channels, including telephone numbers, email addresses, and, where necessary, links to official accounts on social networks and messenger services.
2.3. In the event of changes to contact details, the participant is obliged to promptly notify the Executive Council in order to maintain an up-to-date contact register.

3. Communication Channels and Platform Solutions

3.1. Communication and digital platforms recommended and approved by the Executive Council are used for interaction among participants.
3.2. The WTChat digital platform is provided to participants of the SCO International Tourism Forum “Tourism Unites the Silk Road Countries. Dialogue of Professionals” on a free-of-charge basis and may be used for the following purposes:
  • exchange of contacts;
  • exchange of messages;
  • holding virtual meetings, seminars, and conferences;
  • organization of online networking;
  • publication of marketing materials and offers.
3.3. Platform solutions may also be used for other initiatives and events conducted by the participants of the Agreement, subject to coordination with the Executive Council.
3.4. Participants undertake to use the specified tools in good faith, excluding the dissemination of inaccurate information, spam, and commercial resources unrelated to the subject matter of the Agreement, and to observe standards of professional communication.

4. Procedure for Information Exchange

4.1. Participants send to the Executive Council information on events, initiatives, invitations for cooperation, and other actions предполагающие the involvement of other participants of the Agreement.
4.2. The Executive Council forms a consolidated event plan based on information received from participants, including events approved by SCO documents.
4.3. Participants have the right to initiate joint projects by submitting proposals to the Executive Council for discussion and subsequent voting.
4.4. Information provided by participants must be reliable, up to date, and substantive. If inaccurate information is identified, the participant is obliged to promptly correct or update the data.

5. Confidentiality and Openness of Information

5.1. Working information exchanged between participants is not confidential unless otherwise provided for by agreements between specific organizations.
5.2. The Executive Council does not publish or distribute participants’ personal data to an indefinite circle of persons; however, it may use general contact information to coordinate interaction within the framework of the Agreement.
5.3. Participants undertake to comply with the legislation of their respective states in the field of information protection and personal data.

6. Responsibility of Participants

6.1. Participants are responsible for the timeliness of information provided and for the proper use of communication resources.
6.2. In the event of systematic violation of the rules of interaction, the Executive Council has the right to consider the application of measures, including consideration of the exclusion of a participant from the Agreement in accordance with the established procedure.

7. Final Provisions

7.1. These Rules may be amended by decision of the Executive Council by a simple majority vote of participants.
7.2. All issues not regulated by these Rules are considered within the framework of the Agreement and the applicable rules for its implementation.
